Biography & Legacy

Wikipedia Article →

Born as Ram Richhpal on November 24, 1881, in the small rural hamlet of Garhi Sampla in Rohtak district, Haryana, Sir Chhotu Ram rose to become one of the most transformative peasant leaders, jurists, social reformers, and statesmen in the history of pre-independence India. Coming from an impoverished farming household burdened by extortionate rural debts, young Chhotu Ram witnessed firsthand the merciless exploitation of illiterate tillers by rapacious moneylenders (sahukars) and colonial revenue officers. Determined to wage a lifelong campaign for agrarian emancipation, he pursued his education through scholarship and immense struggle, graduating from St. Stephen's College in Delhi and subsequently earning his law degree from Agra College in 1911. Establishing his legal practice in Rohtak, he founded the iconic Anglo-Sanskrit Jat High School in 1913 and launched the influential weekly newspaper 'Jat Gazette' in 1916, which gave rural communities an assertive voice against institutional feudalism. In 1923, Sir Chhotu Ram co-founded the Unionist Party with Sir Fazl-i-Husain, uniting Hindu, Muslim, and Sikh farmers into a formidable, non-sectarian agrarian coalition. Serving as Minister of Agriculture and Development and later as Revenue Minister in unified Punjab, he drafted and enacted revolutionary pro-farmer legislation that forever altered rural socioeconomic power dynamics. His historic laws—including the Punjab Relief of Indebtedness Act (1934), the Punjab Debtor's Protection Act (1936), the Punjab Restitution of Mortgaged Lands Act (1938), and the Agricultural Produce Markets Act (1939)—canceled millions of rupees in usurious debts, banned the attachment of farmers' bullocks, implements, and seeds, established transparent grain markets (mandis), and returned ancestral lands to peasant proprietors. Revered by millions of farmers across Northern India as 'Deen Bandhu' (friend of the oppressed) and 'Rahbar-e-Azam' (great guide), Sir Chhotu Ram was also the visionary conceptualizer of the multipurpose Bhakra Dam project on the Sutlej river. His progressive legacy remains the foundational bedrock of agricultural empowerment, social justice, and rural dignity throughout Haryana.
